3. Characteristics, functions: Being
a general economic zone with focus
on development of trade; service and
tourism, processing industry; along
with Hoanh Mo – Dong Van Border
Gate Economic Zone, support Mong Cai
Border Gate Economic Zone to ensure
continuity of activities along the clusters
of Border Gate Economic Zones; Being
a Border urban area with harmonious
urban space, synchronous technical
infrastructure with its own identity; Being
the place to attract, promote investment
and trade activities on the basis of system
of synchronous border gates; being
an important transport hub centering
around Hai Ha district and Gulf of Tonkin
Economic Belt

4. Fuctional subdivisons:
- Subdivision I: Border gate center, with
an area of 89 ha
- Subdivision II: Eastern rural – urban
residential area, with an area of 109 ha

- Subdivision III: New urban area –
warehouse, yard, tourism, service
complex, with an area of 238 ha
