1. Establishment Decision: Decision No. 115/2002/
QD-TTg dated 13/9/2002 of Prime Minister.
2. Scope: Comprises of the entire Quang Duc
commune of Hai Ha district, Quang Ninh province.
3. Area: About 9,404.79 ha.

4. Development orientation: New development
orientation of commercial service urban area in
association with developing Bac Phong Sinh border
gate; Upgrading and innovation of Quang Duc
commune center in association with development of
cottage industries, logistics, etc.
5. Road: Connect to National Route No. 18 by
provincial route No. 340 at a point about 16 km away;
About 300 km from center of Hanoi city; About 40 km
from Mong Cai International Border Gate and Hoanh
Mo Border Gate.

6. Seaport: About 30 km from Hai Ha seaport
