Quang Ninh has implemented a program to build new rural areas since 2010. By the end of 2021, the whole province has 98/98 communes that meet rural standards; 9/13 district-level units met the standards/completed the task of building new rural areas. The implementation process has contributed to bringing out the province's 26 communes and 65 villages in mountainous, border and island areas out of particularly difficult situations.

Most especially, from this program, Quang Ninh has applied flexibly, creatively, successfully implemented the OCOP program, thereby contributing to changing the people's production practices, from production that is backward and natural. supply, self-sufficiency to large-scale commodity production, creating a new direction in the production and business of traditional products with advantages in the province. From the pioneering of Quang Ninh, the OCOP program has also been chosen by the Government as a model to be replicated to provinces and cities across the country.
