The conference is held online at 177 bridge points in communes, wards and towns in the province.

2019 is the third year in a row that Quang Ninh province holds the leading position of 63 provinces and cities in the PAR INDEX; The index measuring people's satisfaction with the service of state administrative agencies (SIPAS) of the province also has excellent rankings when rising to the leading position in the country. The Provincial Governance and Public Administration Performance Index (PAPI) in 2019 has significantly improved in both scores and rankings of each content axis, ranking 3rd out of 63 provinces and cities.

Readiness index for information - communication technology development and application (ICT) after 4 years ranking 4th has risen to 3rd place nationwide. Also in 2019, Quang Ninh province was honored to be one of three localities in the country selected by the Prime Minister to pilot the connection with the National Public Service Portal.

At the conference, Mr. Nguyen Xuan Ky, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed that the positive results of the PAR INDEX, SIPAS, PAPI, and ICT indexes are the results of persistent and drastic leadership of many generations of provincial leaders, the efforts of the provincial political system in best serving the people and businesses.

In particular, the implementation of Project 25 has contributed to the organization and apparatus, improving the effectiveness and efficiency of the government's operations in the province. The administrative modernization from building synchronous e-government at all 3 levels of government, building the smart city has served as an important foundation to supplement the effectiveness and efficiency of operations, serve people and businesses more conveniently. In particular, the province has taken the lead in establishing a public administrative service center (provincial and district level) and modernizing investment in 177 modern reception and output sections at the commune level, helping people enjoy the best public services.

The results of the indexes also reflect the greater trust and expectations of people and businesses towards the political system in the province. In the coming time, the province will continue to overcome shortcomings and limitations, improve the quality of administrative reform, the service of state administrative agencies, as well as the efficiency of the province's governance and public administration with higher requirements; which the subject is in line with the trend of the industrial revolution 4.0 and the trend of decentralization and delegation of more authority to local governments at all levels.

Comrade Secretary of the Provincial Party Committee directed: Continue to strengthen the leadership, direction and administration of the Party committees and authorities at all levels for administrative reform. Heads of agencies, units and localities shall take time to continue directing administrative reform at their agencies and units. The whole political system has been determined to strengthen the inspection, examination and supervision of the implementation of administrative reform tasks; further promoting the role of the Fatherland Front, socio-political organizations, as well as opening channels to encourage people to participate in administrative reform supervision and contributing criticism.

Focusing on public relations, raising awareness for officials and civil servants of the whole political system; Focusing on handling people and businesses’ complaints related to ethical qualities, corruption, lack of awareness, responsibility and service spirit or a small part that is not enthusiastic about responsibility, even indifferent, insensitive to the requirements of people and businesses.

Meanwhile, focusing on reorganizing the party, building a strong political system, building a modern, effective, efficient state administrative agency with a streamlined apparatus. The staff of civil servants is capable and qualified to meet the increasing requirements of people and businesses.

Improving the quality and efficiency of official duties, improving the quality of public administrative services and the quality of public services; in which, focusing on renovating the selection, training, fostering and using the staff of civil servants and public servants in the whole province. Comrade affirmed, in order to create a breakthrough in administrative reform, Quang Ninh province determines to have appropriate projects and investments, associated with post-investment efficiency in building infrastructure systems, e-government, strongly shifting to digital government associated with smart cities. In order to increase the application of information technology, the province strives to complete the building of the foundation database as soon as possible, build a synchronous and modern IT technical infrastructure, to enter the top and higher. On the other hand, improving the quality of online public services at levels 3 and 4 and improving service efficiency, especially creating people's habits and trust in using online public services.

Well settling the relationship between government levels, localities, between the government and people, businesses in handling administrative procedures, ensuring people's rights are owned and protected. In particular, focusing on the public, transparent and easily accessible information, especially in planning information, land use plans, public investment, budget revenue and expenditure...

At the conference, experts from the Ministry of Home Affairs; United Nations Development Program in Vietnam (UNDP); The Vietnam Informatics Association has pointed out the shortcomings and limitations of the component criteria in each of the province's SIPAS, PAR INDEX, PAPI, and ICT indexes; assessed objective and subjective causes; proposed specific remedial solutions in order to effectively implement the administrative reform of Quang Ninh; proposed solutions to improve the efficiency of the government's service for the people in order to better meet the increasing requirements of the people; completed the synchronous and modern information technology infrastructure system...

The conference announced the results of the PAR index of the departments, branches, localities and central agencies in the province in 2019. In which, the Department of Information and Communications ranked first in the block of departments and committees, ranking 2nd and 3rd are the Department of Construction and Department of Justice, respectively. In the block of People's Committees of districts, towns and cities, Dong Trieu Town is the leading locality in the ranking, Uong Bi city and Dam Ha district are the two localities with an increase in scores and rise to second and third place. Regarding the block of central agencies located in the province, Provincial Customs Department is the leading unit in the ranking, Provincial Tax Department is ranked 2nd.

Regarding the results of the survey on people's satisfaction with the service of state administrative agencies (SIPAS Index) in Quang Ninh province in 2019, 3 leading units in the blocks are honored including Department of Information - Communication; Ha Long City; Provincial police.

The District Governance Performance Index (DGI) in 2019, the three localities with the highest scores are Ha Long City, Tien Yen District and Quang Yen Town, respectively.

As for the e-Government ranking of departments, agencies, branches and localities in 2019, the Provincial Public Administration Service Center leads the block of departments and branches; Uong Bi city leads the block of localities at district level; while the block of commune-level localities’ is Nam Khe ward (Uong Bi city).

In conclusion, Mr. Nguyen Van Thang, Chairman of the Provincial People's Committee emphasized that the evaluation results of PAR INDEX, SIPAS, PAPI, ICT indicators show the efforts of agencies, units and localities in administrative reform, improving efficiency in handling administrative procedures, people's satisfaction with the service of state administrative agencies, and district-level governance efficiency in the province.

However, through analysis, it also shows that there are still some agencies, units and localities whose PAR index is not high, and at the same time, the rate of satisfaction assessment of people and organizations is relatively low. In which, there are still limitations such as: Units, people and representatives of organizations have to travel 3 or more times during the settlement of administrative procedures; there are still the cases of public servants causing trouble and harassment; Updating information on portals of units and localities is still limited and lacks information, especially information related to planning and environment; The rate of using online public services at levels 3 and 4 has been improved, but it has not yet ensured the 40% level as directed by the province.

Comrade Chairman of the Provincial People's Committee emphasized that administrative reform is a task that must be done regularly, continuously and for a long time, which needs to be implemented synchronously and drastically, especially in the role of the head. Therefore, in order to improve the quality and effectiveness of administrative reform, he requested departments, branches, localities and units to promote the achieved results, at the same time identify the shortcomings and limitations to promptly overcome.

He requested departments, branches, localities and units to regularly review their administrative procedures, propose to cut unnecessary procedures, and improve the operational efficiency of public administrative service centers at all levels, improve the quality of operation of the department receiving and returning results at the commune level.

Focusing on reviewing and consolidating the contingent of civil servants who are sent to work at the Public Administration Service Centers of the province and localities; severely criticizing with cases of public servants causing troubles and harassment to people and organizations. Strengthening the application of information technology in the management, direction, administration and handling of work; effectively exploiting the utilities of e-government, effectively operating the Smart City Operation Center.

Department of Home Affairs strengthens unannounced inspection of discipline, administrative discipline, and public service ethics, especially the staff of civil servants who directly handle administrative procedures at the public administrative service centers at the provincial and district levels and at the one-stop service department at the commune level. Continuing to review, research, amend and supplement indicators to suit the actual situation, and at the same time apply information technology in the evaluation of the province's indicators.

With the spirit of innovation and reform in management, at the conference, Mr. Dang Huy Hau, Standing Vice Chairman of the Provincial People's Committee, also required a number of contents for departments, branches and localities to be implemented in the near future. In which, localities are required to strengthen the control of African swine fever; strengthen the state management of fishing; manage the work of entry and exit across the border; prepare for the national high school graduation exam and the conditions of facilities to welcome the new school year.

On this occasion, many collectives and individuals with excellent achievements in the implementation of tasks contributing to improving the indicators were honored to receive certificates of merit from the Provincial People's Committee.
