Deputy Secretary of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council inspected the disbursement progress of public investment projects in Quang Yen, Ha Long

On the morning of September 3, Comrade Trinh Thi Minh Thanh, Deputy Secretary of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council and the delegation had a working session to inspect the implementation of public investment projects that have been approved by the Provincial People's Council on the list of land recovery, decision on the policy of changing the purpose of land and forest use in Quang Yen town and Ha Long city.

Comrade Trinh Thi Minh Thanh, Deputy Secretary of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council with the delegation, visited the site of the complete construction project of Dam Nha Mac intersection (at Km20+050, Ha Long - Hai Phong Expressway).

Comrade Trinh Thi Minh Thanh, Deputy Secretary of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council, together with the delegation, went to inspect the site at the complete construction projects of Dam Nha Mac intersection; Ha Long - Hai Phong highway (Km 6+700) to provincial road 338 (phase 1); Project of riverside road connecting from Ha Long - Hai Phong expressway to Dong Trieu town, the section from Dam Nha Mac intersection to provincial road 338 (phase 1); Projects of Cua Luc Bridge 1 and Cua Luc Bridge 3. These are projects invested by the Investment and Construction Project Management Board of Civil and Industrial Works, deployed in Quang Yen town and Ha Long city.

The delegation monitored and listened to the results of the implementation and disbursement progress of investment capital; difficulties and obstacles in the implementation of projects. In order to ensure the progress of the projects, over the past time, Quang Yen town has made efforts, focused on implementing the site clearance work, handing over the area to the investor for the construction of the projects.

According to the report of the investor of the project, up to now, the implementation of the project has been directed by the province, departments and localities to coordinate and create conditions for implementation. However, there are still difficulties and obstacles that need to be removed in order to speed up the implementation progress, especially in terms of construction site, order and procedures for conversion of land and forest purposes; The source of backfill materials leads to low progress in project implementation and disbursement, not meeting the general requirements of the province.

Contractors are focusing on speeding up the construction progress of the project.

Concluding the meeting, Comrade Trinh Thi Minh Thanh, Deputy Secretary of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council emphasized: Projects by the Investment and Construction Project Management Board of provincial civil and industrial works is the dynamic transport infrastructure works, which are important for the socio-economic development of the province; always being concerned and directed by the Provincial Party Committee, Provincial People's Council, Provincial People's Committee.

Therefore, in order to ensure the completion of the projects according to the general direction of the province, the Standing Vice Chairman of the Provincial People's Council requested: the Construction Investment Project Management Board to be in cooperation with Quang Yen and Ha Long to speed up the site clearance, continue to closely follow the central ministries and branches to soon submit to the Prime Minister the decision on changing the purpose of using rice land and forests for clearance work; focusing and drastically completing the site clearance that still have problems to hand over the ground to the construction unit.

Contractors need to focus on manpower and equipment to speed up the construction progress, commit to completing the highest workload; pay attention to the acceptance and payment of completed volumes to ensure the disbursement progress according to the direction of the province, recover the contract advance to ensure that budget resources are used in accordance with regulations and effectively.
