Continuous innovation in business approach has helped Quang Ninh gain more and more sympathy and trust from the business community. This explains why, although 2020 is a difficult year for most businesses in the province, the response rate of businesses to the province's DDCI index set reached the highest rate ever, 36.2%. Compared to previous years, the rate of agreeing with the statement that the leader has listened to and absorbed the opinions of the business has increased sharply (in previous years, it was only about 80%, in 2020, it reached 91%), the rate enterprises' assessment of cadres causing difficulties for profiteering has decreased significantly (in previous years, it was over 20%, but in 2020, it is only 3.7%).

Accordingly, with the complicated developments of the Covid-19 epidemic being expected to last for a long time, enterprises will still face many difficulties in production, business, access to capital... DDCI is a tool that the government uses to change itself, this tool is effective in which the provincial government brings its reforms not only on paper but to the locality, to the base and systematically changes it. This really helps the province to improve the business environment in a substantive way, not in the macro policies anymore. Quang Ninh should continue to use this tool to realize its big goals in running socio-economic development, surely the province will achieve many successes.
