To be able to carry out that mission, since its establishment, the school has received special attention from the province. Accordingly, the province has promulgated a lot of its own mechanisms and policies to develop the scale and human resources for the school. Highlights are: Policy to attract high-quality human resources to work at the university in the period 2015-2017 and lasts until 2020; the payment regime for visiting professors, associate professors and doctorates at Ha Long University, period 2016-2020 (Resolution 20/2016/NQ-HDND dated July 27, 2016); policies to attract and encourage students to study some majors at Ha Long University...

These policies are the stepping stone for Ha Long University to quickly have a team of really qualified managers and lecturers, converging both virtue and talent. Up to now, the University has received and recruited 22 people (14 doctorates, 8 masters); invited 145 lecturers who are professors, associate professors and doctorates to teach students in the school.

Along with developing Ha Long University, the province is currently implementing many synchronous and creative solutions to create breakthroughs in human resource development. For example, in the field of education, the province directs to focus on improving the quality of general education. At the same time, promulgating many special and special policies, with great incentives, in order to motivate students, learners, especially students in ethnic minority areas, students to achieve outstanding achievements. , excelling in learning, striving, striving continuously.

Or as in the field of tourism, the province has paid attention, has a training orientation, has a framework program to meet the current training needs of businesses, compatible with the tourism training program of the countries in the world. regional and international... At the same time, certain resources from the state budget are set aside to organize on-the-spot training for thousands of managers and employees of the tourism industry.

In addition, the province is also interested in developing Nguyen Van Cu Cadet Training School to become one of the largest training and retraining institutions for cadres, civil servants and public employees (CB, CC, VC) in the province. nationwide. As a result, on average, each year, the school organizes hundreds of training and fostering classes for thousands of officers, officials and VCs across the province.

In particular, streamlining the organization, apparatus, payroll, restructuring the staff of CBs, CCs and VCs, piloting consolidation of agencies and units, unifying and strengthening concurrent positions is also implemented synchronously and uniformly by the province from the province to the grassroots.

Currently, the province's human resource scale has reached nearly 800,000 people. The quality of human resources has been significantly improved, the rate of trained workers reaches 85%, of which workers with degrees and certificates reach 45.5%.
