To create uniformity, the province assigns the Department of Construction to review and build specialized plans for technical infrastructure, general urban planning, district construction planning, and planning functional areas. Director of the Department of Construction Nguyen Manh Tuan said: Implementing the tasks assigned by the province, the Department has coordinated with the units and localities to review and build the plans. Up to now, 13/13 have general planning; the coverage rate of the subdivision plans reaches about 56.6%; The coverage rate of detailed plans reaches 56.9%. 111/111 communes in the province have developed a new rural construction plan. The localities have approved the Regulation on the management of town planning and architecture; planning management regulations, town and city architecture.

To meet new development requirements, in order to step by step build a complete urban system of the whole province to develop according to the urban chain model; As a driving force for the economic development of the North and the whole country with a synchronous and modern system of socio-economic infrastructure and urban technical infrastructure, the province is now speeding up the planning progress of Quang Ninh period 2021-2030, vision to 2050. The planning is determined to be highly integrated, the construction is unprecedented in the whole country, including many interwoven and complicated parts. This is one of the very important political tasks, having decisive fundamental meaning for the socio-economic development of the province in the coming period, and is the basis for directing and attracting investment in the province, because that needs to be done with the highest schedule and quality.

Along with that, the province is directing the implementation of further elaboration and adjustment of construction plannings such as: Adjusting the general planning of Mong Cai border gate EZ; general planning of Quang Yen EZ; to formulate and locally adjust 3 general plans of Uong Bi city, Dong Trieu town and Quang Yen town; to elaborate a planning on construction of the Dong Trieu - Uong Bi - Quang Yen region. At the same time, is adjusting the general planning of expanded Tien Yen town; adjusting the regional planning of Dam Ha district and the general planning of expanded Dam Ha town ... Thereby to strengthen management, attracting investment in implementing the planning.

On the basis of the housing development program in Quang Ninh province to 2030 approved by the provincial People's Council, departments, branches and localities are embarking on organizing housing development planning in localities. In particular, priority is given to the development of social housing, housing for workers in industrial zones, and housing for workers in the coal industry. For the urban development program of Quang Ninh province to 2030, on the basis of receiving comments from the Ministry of Construction, the Provincial Party Committee, the Department of Construction is also continuing to improve, including important updates. New points of the province on urban development according to the Resolution of the 15th Provincial Party Congress.
