DISBURSEMENT OF PUBLIC INVESTMENT CAPITAL: NEED INITIATIVE FROM MANY SIDES

Therefore, the promotion of public investment projects is one of the important solutions to contribute to growth and make up for the shortfalls from the private sector. However, in order to implement this solution well and ensure the overall growth of the economy, the disbursement of public investment capital must be done well, avoiding the situation of capital being "frozen" as in previous years.
The technical infrastructure investment project in the resettlement area of Ha Long commune (Van Don) still has problems with 4 households that have not been cleared, causing difficulties for the construction unit to implement the project, affecting the progress of the settlement. capital bank.
By the end of June 2021, the total planned public investment capital in the province is over VND 18,700 billion, accounting for 57% of the total local budget expenditure. Of which, the central budget is over 1,900 billion VND, the provincial budget is over 10,400 billion VND, the rest is from the district and commune budgets.
Although it has closely followed the direction of the province on the timelines for disbursement of public investment capital in 2021 (by June 30, disbursement reached 50%, by September 30, disbursement reached 100%), but the rate capital disbursement for investors is still very slow. By the end of June 2021, the disbursement rate of public investment capital in the province as reported by the State Treasury of the province has only reached over 38% of the plan.
For provincial budget capital, out of a total of 86 transitional projects and 21 new construction projects in 2021, up to 35 projects have disbursed disbursement rates that have not met the directive requirements and forced the Provincial People's Committee to propose proposal to transfer capital. As for the district budget, out of a total of 235 newly started projects, only 106 projects have completed construction procedures and implemented, the remaining 48 projects are under bidding, 57 projects are under bidding. projects have been approved but not yet bid, 24 projects have not yet completed investment procedures.
