DISTRIBUTION COURT ON CONSTRUCTION AND DEVELOPMENT OF COMPETITION INDICATORS AT DEPARTMENT, SECTOR AND DISTRICT LEVEL

On the afternoon of January 20, the Provincial People's Committee coordinated with the Vietnam Chamber of Commerce and Industry to organize a seminar program on building and developing a set of competitiveness indexes at departmental, departmental, and district level.

The program has the direct participation of many experts on PCI Vietnam; representative of VCCI in the Red River Delta region; representatives of associations, business organizations, investors inside and outside the province. The seminar was streamed online to 230 bridge points of more than 50 provinces and cities with the participation of experts, representatives of departments, sectors and the business community.

Speaking to welcome the seminar program, Mr. Bui Van Khang, Vice Chairman of the Provincial People's Committee, Leader of the Quang Ninh PCI Team, emphasized: With the goal of constantly improving the operating quality of departments, branches and localities. , creating motivation to carry out regular, continuous and synchronous reform among sectors and levels... Quang Ninh is one of the pioneering localities, boldly empowering the investor and business community to "measure" "It is the administrative apparatus that runs the grassroots level (referred to as DDCI Quang Ninh). The results of the implementation and application of the DDCI measurement toolkit have increasingly promoted its effectiveness and applicability, recognized and directed by the Government in Resolution No. 19-2018/NQ-CP dated May 15th. 2018 on improving the business environment and enhancing national competitiveness.

Comrade Vice Chairman of the Provincial People's Committee, Head of Quang Ninh PCI Team, affirmed: The seminar on building and developing the set of competitiveness indexes at departmental, branch, branch and district levels held in Quang Ninh has had very important meaning, is a useful opportunity for localities and Quang Ninh province to exchange, share experiences, learn how to do in DDCI implementation. From there, inherit and promote the valuable experience among localities to implement the DDCI toolkit in 2022 and the following years more effectively. This is also a condition and a premise to find effective solutions in socio-economic development in the face of complicated developments of the COVID-19 epidemic in the coming time.

The program consists of 2 sessions. In which, session 1 was themed "Practical in building departmental, sectoral and district-level competitiveness indexes - Which model is suitable for the locality?", the delegates focused on discussing and listening. Share opinions on a number of contents, such as: Approach to assessing people's and businesses' satisfaction with public services; the significance of DDCI in promoting top-down reform; experience in implementing DDCI of some regions and localities…

Session 2 with the topic "Competitive index set at departmental, sectoral and district level - Is there a need for a unified nationwide model?" focus on discussing points to be noted when developing DDCI; the selection of agencies and units to evaluate DDCI; practical DDCI and technical solutions for effective DDCI implementation; IT application in DDCI implementation to adapt to the new context; Recommendations of many localities, departments and branches in building and uniformly deploying the DDCI model nationwide...

The opinions of experts, representatives of localities, businesses and investors at the seminar helped provide an overall picture of the implementation of DDCI nationwide, sharing practical experiences in implementing DDCI from provinces and cities have successfully implemented. This is also an open forum for participants to exchange and discuss difficulties and obstacles in the implementation of DDCI and discuss building a unified guiding framework on how to implement DDCI.

The rich information from practical implementation of DDCI in provinces and cities shared at the seminar are also useful suggestions to spread more widely the good experiences in DDCI implementation, as well as other initiatives. ideas to improve the business environment in the localities in the coming time.
