This content was approved, voted and approved by the members of the Provincial People's Council, affirming the determination of Quang Ninh province in using capital effectively, not allowing capital to stagnate.

By the end of June, the total planned public investment expenditure in 2021 in the province is over VND 18,700 billion, accounting for 57% of the total expenditure of the local budget, including: Central budget capital of over VND 1,900 billion, the state budget. Provincial budget is over 10,400 billion VND (excluding provincial budget sources that have not been detailed yet), the rest is from district and commune budgets. Up to now, the disbursement rate of public investment capital in the whole province has reached 38.7% of the plan, 5.4% higher than the same period in 2020, but did not meet the expectations of the Provincial People's Committee with the timeline of 30/month. 6 must disburse 50% of the capital plan.

As for provincial budget capital, in 2021, the capital will be allocated to 85 transitional projects and 21 new construction projects. By the end of June 2021, the disbursement rate reached 45%, 7.2% higher than the same period in 2020, basically meeting the directive requirements. However, in terms of details of each project, there are still 35 projects with unsatisfactory disbursement rate as directed.

Regarding disbursement of district budget, by the end of June 2021, the disbursement rate reached 34.5%, 4% higher than the same period in 2020. However, up to now, there are still some localities to solve the problem. The low budget is not guaranteed according to the direction of the province, such as: Ha Long disbursed 18.5%, Cam Pha 30.3%, Co To 20.8%, Van Don 23.7%, Mong Cai 30.6 %.

Mr. Nguyen Hong Duong, Director of the Department of Planning and Investment, said: From the actual situation and based on capital needs, the unit has advised the Provincial People's Committee to consider and submit to the Provincial People's Council to allocate and adjust public investment capital sources. provincial budget in 2021. In which, it is proposed to reduce the capital plan for 19 projects whose disbursement rate has not reached 50% of the capital plan, including 6 projects invested by the Department of Health; 10 projects in Van Don, Mong Cai, Hai Ha, Tien Yen, Dam Ha, Cam Pha, Ha Long economic zones; 2 completed projects no longer need capital and 1 project does not guarantee 100% disbursement by September 30, 2021. As for the district budget, the allocation and regulation fall under the jurisdiction of the People's Council and the People's Committee of the district, of which there is more than 147 billion VND of unallocated capital plan in the localities of Uong Bi, Mong Cai, Dam Ha, Cam Pha and Van Don.

From the results of the proposal of the Provincial People's Committee, the 2nd session of the Provincial People's Council unanimously approved the allocation and adjustment of 860 billion VND of public investment capital from the provincial budget, including: Allocating over 176 billion VND to 9 projects with decisions Estimating completed projects and 2 ongoing projects; adjusted over 684 billion dong of public investment capital plan for 19 projects.
