Guarantee stable investment environment from strategic planning

In the development process, Quang Ninh always determines that planning must be one step ahead. On the basis of urban development master plans, programs, Quang Ninh province has devoted a lot of resources and at the same time called for strategic investors to participate in implementing key projects, creating a stronger impetus for socio-economic development. The province also sets out an issue for the planning consulting units to meet the target in line with the socio-economic development strategy of the whole country, the region and the sectoral and field plannings; regional connectivity; must make a breakthrough on the basis of promoting the potentials and advantages of the province; ensuring modernity, synchronization, international standards..., creating a different and outstandingly developed Quang Ninh.

Despite being a locality with many advantages, Quang Ninh also has to face many challenges to arouse its potential. The province soon found that the strategic orientations in the old plans were no longer relevant; new difficulties and challenges have hindered the promotion of strengths. To meet the development requirements in the new situation, in 2012, Quang Ninh boldly reported and was approved by the Prime Minister to hire foreign consultants to prepare a number of important provincial plans. At that time, Quang Ninh was the first locality in the country to make strategic plans with foreign consultants.

In developing strategic planning, the province has selected the world's leading consultants in planning, such as: McKinsey, BCG (USA); Nikken Sekkei, Nippon Koei (Japan)... The "problem" of the province for the consulting unit is that the plans must meet the following objectives: Being in line with the socio-economic development strategy of the country, of the region and sectoral and field plannings; regional connectivity; making a breakthrough on the basis of promoting the potentials and advantages of the province; ensuring the modernity, synchronism and international standard; meeting the requirements of changing the development method from "brown" to "green", quickly changing the appearance, creating a different Quang Ninh, developing outstandingly in class and breaking through in time.

Without outsourcing everything to the consultant, the province has innovated the way and method of planning implementation, established a Steering Committee for planning work (the Secretary of the Provincial Party Committee is the head) to direct the implementation of synchronous construction of master plans from provincial to local levels; established advisory groups to assist and directly work with consulting units to conduct research and planning. At the same time, taking full advantage of the comments and criticisms from the ministries, central branches, scientists, neighboring provinces and cities, especially with the supervision of the People's Council, the participation of businesses and people in the province.

Over the past 10 years, 7 strategic plans have made a very important contribution to the success of implementing the development philosophy and building the image of Quang Ninh in a neat, orderly, clean, and beautiful place. nature, people and culture in the trend of integration and development. Moreover, it is also an important scientific basis and legal tool for governments at all levels of Quang Ninh province to use in leading, directing and unifying state management, policymaking, creating a driving force for development; is the basis for formulating and implementing socio-economic development and public investment plans in Quang Ninh province, ensuring objectivity. And this transparent red thread will continue to be reflected in the Provincial Plan for the period of 2021-2030, with a vision to 2050 ensuring optimal development options, in line with the potential and strengths of the province, with long-term sustainable development goals on all three pillars: economy - society - environment.
