Hai Ha: Constantly improving PAR INDEX; SIPAS, DGI, DDCI; ICT

In recent years, identifying administrative reform, improving the PAR INDEX index, Satisfaction Index of Public Administrative Services (SIPAS), The District Governance Performance Index (DGI), the Department and District Competitiveness Index (DDCI) and the E-Government Building Index (ICT) are strategic breakthroughs, key tasks, which needs to be regular and decisive in attracting investment and promoting socio-economic development.

Inheriting and promoting the achieved results, in 2020, Hai Ha district will continue to drastically implement many solutions on administrative reform, in order to build a service administration, bringing satisfaction to people, enterprises, thereby creating new breakthroughs in development.

The district has strengthened leadership, direction, and implemented synchronous solutions to improve indicators: Promulgating the Hai Ha district administrative reform plan in 2020; The implementation plan to implement Resolution No. 02/NQ-CP dated January 1, 2019 of the Government on continuing to perform the main tasks and solutions to improve the investment and business environment; Business development plan in 2020; The implementation plan of the Government's Resolution No. 84/NQ-CP dated May 29, 2020 on tasks and solutions to continue to remove difficulties for production and business, promote disbursement of public investment capital and ensure social order and safety in the context of the Covid-19 pandemic…; Organization of conferences: Summarizing administrative reform for the period 2011-2020; Welcoming, supporting businesses and promoting investment in 2020; Conference to analyze and evaluate PAR INDEX, SIPAS, DGI indexes in 2019.

Constantly making efforts to synchronously deploy solutions to improve the operational efficiency of authorities at all levels such as:

- Determined to arrange the organization and apparatus with the goal of streamlined, effective and efficient operation in association with the successful organization of the XXII Hai Ha District Party Congress. In 2020, Hai Ha District is the locality that has merged the most commune-level administrative units in the whole province (5/16 communes); merging 4/118 administrative units at village, hamlet and neighborhood levels. After the arrangement, there are 11 commune-level administrative units; 114 administrative units at village and neighborhood levels. Continuing to well perform the work of reviewing, amending and supplementing timely the functions and duties of specialized agencies and non-business units of the district to ensure effectiveness, efficiency; no duplication, overlapping or omission of tasks.

- Step by step reforming institutions. Reviewing and systematizing legal documents. Before promulgation, legal documents of the district People's Committee are appraised by the Justice Department in the correct order in terms of content and form. Ensuring consistency, constitutionality, legitimacy and suitability with the socio-economic development situation of the district.

- Promoting the reform of the civil service and civil servant regime; improving the sense of responsibility, professional qualifications and professionalism of the staff of civil servants and public servants in performing their duties in association with strengthening inspection of the implementation of discipline, administrative discipline, civilized culture in the office for cadres and civil servants. Especially during the COVID-19 epidemic prevention and control period, officials, civil servants and public employees work from home. The district has developed and decided to approve the description of the job position competency framework for 68 leadership and management positions, 73 professional and professional positions, 78 support and service positions; Conducting training and fostering of cadres, civil servants and public employees according to their job positions; regularly providing professional training for party secretaries who are also heads of villages, hamlets and neighborhoods on political theory, major, computer literacy, legal knowledge related to belief and religion... As of December 31, 2020, the total number of the administrative staff at specialized departments and non-business units under assigned districts are 1,371; the number of administrative payrolls in use is 1,287; the number of people working at public non-business units that cover their own recurrent expenditures in use is 139; the number of people working at public non-business units that cover their own recurrent expenses: 130.

- Promoting the application of information technology to build e-Government. Hai Ha district determines the goal of building and perfecting information technology (IT) infrastructure with the main task of widely applying IT in the internal operations of state agencies while the people are at the center, providing high-level online public services to improve the efficiency of state management, towards a modern, transparent and efficient administration. Simultaneously, training human resources to effectively operate the electronic system, associating the construction of the public administration with the public administrative service center and reforming administrative procedures. The result is 100% of leaders, accountants of agencies, units, People's Committees of communes and townships in the district are granted digital certificates for use in electronic transactions, tax declaration, electronic insurance, deploying online public services in the field of treasury; 100% of officials and employees of specialized departments, People's Committees of communes and townships are provided with official emails; 100% of agencies and units deploying using Document Management software to operate, exchange and assign tasks, handle professional tasks, in 2020, the number of documents sent by the District People's Committee is 8,008 documents; the number of incoming documents received by the District People's Committee was 10,891 documents exchanged between state administrative agencies in the province and in the district; 100% of agencies and units with administrative procedures have used the electronic One-stop software to process citizens' files at the Public Administrative Center and 11/11 Departments of receiving and returning results at commune level; 100% of agencies and units have deployed the use of organizational digital certificates in exchanging electronic documents; 100% of agencies and units in the district are granted regular email accounts of the provincial civil service; The online video conferencing system operates stably, ensuring the smooth signal of organizing online meetings from the commune level bridge to the district level to the provincial level; In 2020, 530 meetings have been organized. The data transmission network system Wan is deployed, installed and used in specialized departments, People's Committees of communes, townships and a number of non-business units in the district; Hai Ha component electronic portal is maintained fully updated. Agencies, units, communes and towns continue to well implement the application of the ISO 9001: 2015 system to state administrative management and settlement. The fields of health, education, information security, environmental resources, tourism, justice, finance and science, labor and social invalids all use management software.

The district has achieved a perfect score in the Index of Institutional Reform, the Index of Organizational Reform; The index of improving the quality of the contingent of cadres, civil servants and public employees. The Information Technology Application Index (ICT) score ranks 3rd out of 13 districts, towns and cities in the province.

To improve satisfaction for people and businesses, thereby creating new breakthroughs in development, the district has enhanced the responsibility of serving, the responsibility of publicity and transparency, accompanying people and businesses in removing difficulties and barriers for socio-economic development. Of which of particular interest:

- Accelerating the reform of administrative procedures, shortening the time to settle administrative procedures, applying IT in solving procedures, the procedures are made public at district administrative centers, Department to receive and return results at commune and township levels, on the portal which have helped businesses and people quickly look up information, capture information, facilitating quick and easy procedures. Specifically, at the Public Administration Center, 372 administrative procedures have been publicly listed in 20 fields (93 administrative procedures in 6 areas of vertical branches; 279 administrative procedures in 14 areas under the jurisdiction of the District People's Committee: in which, providing online public services at level 3.4 is 279 administrative procedures, reaching 100%, public postal services: 241 administrative procedures. In which: (1) Adding 03 new administrative procedures in the field of Labor, 02 administrative procedures in the field of Forestry; 10 Administrative procedures in the field of Transport; 02 administrative procedures in the field of Education & Training; 01 administrative procedure in the field of Finance; (2) Amending and supplementing 05 administrative procedures, replacing 05 administrative procedures in the field of Justice; (3) Abolish 02 administrative procedures in the field of Justice; 04 Administrative procedures in the field of Finance. At the Department of receiving and returning results, 11/11 communes and towns have publicly listed 110 administrative procedures.

 

During the year, the total number of administrative procedures handled at the District Public Administration Center from January 1, 2020 to November 5, 2020 was: 23,209 records, the completed were: 21,843 records, of which were resolved timely and before the due date: 21,815/21,843 applications, reaching the rate of 99.87%. The total number of administrative procedure dossiers settled at the modern reception and returning department at the commune level: 38,345 dossiers, 38,305 dossiers have been completed; in which, timely and early settlement: 38,255/38,305 applications, reaching the rate of 99.86%.

The total number of administrative procedures provided through online public services at level 3, level 4 is 168/279 = 60% administrative procedure level 3, 111/279 = 40% administrative procedure level 4 on the Quang Ninh Public Service Portal. Results of dossiers’ handle in 2020: Level 3 is 11,054/23.209 = 48%; level 4 is 3.476/23.209 = 15%.

- At the same time, regularly organizing conferences to meet businesses, accompanying and promptly removing difficulties for businesses in the area; Especially in the situation of the Covid-19 epidemic affecting production, business and economic development... Hai Ha district has actively supported people and businesses affected by the pandemic. The district supported 124 low-income business households, with a total support budget of 124 million VND; 01 case where an employee has a labor contract, quits his job but is not eligible for unemployment benefits, with a support budget of 3 million VND; 474 cases of employees without labor contracts lost their jobs, with a total support budget of 474 million VND; 307 cases of people with meritorious services to the revolution are enjoying monthly preferential allowances; 1,618 social protection beneficiaries are receiving the monthly allowance, with a total budget of 2,875.5 million VND; 2,674 cases of poor households, with a total support budget of 2,005.5 million VND. Extending the payment of value-added tax and corporate income tax for 21 enterprises, the total amount of tax extension is 3,854 million VND; reducing 50% of the registration fee for 86 cases of domestically assembled cars, reducing tax by VND 2,465.27 million. At the same time, continuing to carry out propaganda measures, directing functional branches, communes and townships to review and guide subjects to complete dossiers for support. Regarding policies to support interest rate reduction and bank debt extension for people and businesses affected by the Covid-19 epidemic. Support policies related to insurance: tax support is also concerned. In addition, the district has also paid attention to business development, as of December 31, 2020, the total number of enterprises and cooperatives operating in the area is 251 enterprises, an increase of 21 enterprises compared to the end of 2019 (in which there are 42 newly established enterprises with a total charter capital of over VND 34,142 billion.

- Renovating and improving the quality of public service delivery, especially health and education services. The whole district has 44/45 schools meeting national standards, equaling 97.7%. 100% of teachers meet standards, even above standards. The proportion of people participating in health insurance reached 94.5%, an increase of 0.5% compared to the plan and 1.5% compared to 2019, exceeding the planned target; the rate of giving birth to the third child or more is 7.05%, down 1.46% compared to the same period; the rate of children under 1 year of age fully immunized reached 96.1%, an increase of 5.47% compared to the same period; the rate of children under 5 years of age suffering from malnutrition decreased to 8.27%, down 1.1% over the same period.

- Ensuring national defense and security; improving the efficiency of foreign operations. Actively directing the work of ensuring traffic safety, labor safety, fire and explosion prevention; deploying the peak waves of the army, fighting criminals, ensuring security and order, associated with ensuring security and order in the prevention and control of the COVID-19 epidemic, major holidays and important events in the locality, especially before, during and after the Lunar New Year; before, during and after the district Party Congress, Provincial Party Congress, term 2020-2025.

These achievements have greatly contributed to promoting the economic and social development of the district in the past year, with an economic growth rate of 23%; added value reached VND 5,248.5 billion, an increase of VND 980.5 billion compared to 2020. Economic activities in all fields continued to have positive changes, especially the service and industry - construction achieved high growth. The added value of 03 economic sectors, specifically: Area I increased by 1.1% compared to the stock market, Region II increased by 38.9% compared to the stock market, Region III increased by 6.9% compared to the stock market. The economic structure continued to be maintained, the industry - construction still occupied the leading role (accounting for 59.1%, up 6.8 points compared to the stock market), trade - service accounted for 31.3%, the proportion of the agricultural sector accounted for 9.6%, down 2.1% compared to the stock market). Total state budget revenue (domestic revenue) in the whole year reached 272,597 billion VND, equaling 117.2% of the province's assigned revenue, 105% of the district's assigned revenue and 100.7% of the total.

The specific results of the indicators in 2020 are as follows:

(1) Department and District Competitiveness Index (DDCI) reached 45.74, ranking 12/13 districts, towns and cities (down 12.99 points, down 2 places compared to 2019).

(2) The district PAR INDEX reached 89.64 points, ranking 10 out of 13 districts, towns and cities (up 0.58 points, down 4 places compared to 2019).

(3) Satisfaction Index of Public Administrative Services (SIPAS) reached 93.12%, ranked 10/13 (down 0.5%, down 3 ranks compared to 2019)

(4) The District Governance Performance Index (DGI) reached 84.83%, ranking 8/13 (up 0.34%, down 3 places compared to 2019).

(5) The e-Government Construction Index (ICT) reached 133.28/170 points, ranking 3/13 districts, towns and cities (up 7 ranks compared to 2019).

However, some indicators are still at an average low level compared to the general average of the province, which are due to many reasons both objective and subjective. Thus, with the goal set in 2021, the district strives to bring indexes such as DDCI, PAR INDEX, DGI, SIPAS back to the middle position and continue to rank up in the following years. The district will clarify the shortcomings, limitations, identify the key tasks, specific solutions to implement more effectively the administrative reform; focusing on improving the capacity and attitude of cadres, civil servants and public employees; constantly improving the business investment environment, enhancing competitiveness. Focusing on accompanying and creating the most favorable environment for businesses to invest and develop, along with focusing on applying information technology to perform tasks, continue to promote online public services at levels 3 and 4, building a modern administration, creating favorable conditions for people and businesses in handling procedures, thereby constantly bringing satisfaction to people, organizations and businesses with the service of state administrative agencies, promoting an investment attraction environment, improving competitiveness, promoting the economic and social development of the district and international integration.
