Processing and manufacturing industry is one of the important economic sectors that Quang Ninh focuses on prioritizing development. From the orientation of developing processing and manufacturing industries associated with sustainable development of industrial parks and economic zones set out by the Provincial Party Executive Committee in Resolution 01-NQ/TU dated November 16, 2020, recently The province always focuses on improving the quality of operations of industrial parks and economic zones in the area.

According to Quang Ninh Provincial Planning for the period 2021-2030, vision to 2050, approved by the Prime Minister in Decision No. 80/QD-TTg dated February 11, 2023, Quang Ninh area is planned to become establish and develop 5 economic zones and 23 industrial parks; including 15 industrial parks located in economic zones.

There are currently 10 industrial park infrastructure investment and business projects in 8 industrial parks that have been decided by competent authorities, granted investment registration certificates and established with a total area of 3,951.22 hectares; 8 industrial parks have been leased and put into operation by secondary investors, including: Cai Lan, Viet Hung, Dong Mai, Hai Yen, Texhong Hai Ha (phase 1), Song Khoai, Nam Tien Phong, Bac Tien Phong. All 5 economic zones in the area included in the approved planning have had decisions to establish , including 3 border gate economic zones and 2 coastal economic zones.

To promote development and improve the quality of operations of industrial parks and economic zones in the area, Quang Ninh has recently promoted investment in infrastructure systems inside and outside the fences of industrial parks; Synchronous investment in electricity and telecommunications systems, especially transportation systems connecting industrial parks and economic zones.

Along with that, the province drastically implemented administrative reform, focusing on administrative procedure reform, creating the best conditions for investors. To date, the total number of administrative procedures under the jurisdiction of the Provincial Economic Zone Management Board has decreased from 98 procedures to 47 procedures. All 47 of these procedures are integrated at level 4 on the Provincial Public Service Portal, many of which are integrated into the National Public Service Portal.

The Provincial Economic Zone Management Board has done a good job accompanying businesses, promoting guidance for organizations, businesses and individuals to submit applications online and apply effective working methods during the epidemic. The Provincial Economic Zone Management Board also closely coordinates with relevant departments and branches to improve the quality of appraisal of investment project documents in industrial zones and economic zones with many new methods, methodical and thorough implementation. with the goal of attracting quality projects, with little risk of causing environmental pollution, bringing high socio-economic efficiency, in accordance with the guidelines and policies to attract investment of the Central and provincial governments in the future. current period.

At the same time, the Provincial Economic Zone Management Board also coordinates with departments, localities, and businesses to manage and attract workers to industrial zones; Organize propaganda conferences to disseminate laws on labor, social insurance, OSH, and foreign workers to employers, human resources officers, and grassroots union officials of enterprises in the industrial park ; Issuing, re-issuing and extending work permits for foreigners in industrial parks. There are currently about 1,600 foreign workers present in industrial parks in the province.

Currently in the province there are 70 enterprises operating production and business in the industrial park, including 41 FDI enterprises. The number of workers in industrial parks is about 37,000 people. The average income of workers in the FDI sector is 7.9 million VND/person/month; The average income of workers in private enterprises is 7.5 million VND/person/month.

The management and development of industrial parks and economic zones in the province have made important contributions to the industrial and socio-economic development of Quang Ninh; Forming a master planning system for industrial parks and economic zones. In the first 9 months of 2023, the growth of the manufacturing and processing industry will reach 11.77%; contributing 1.49 percentage points to GRDP growth in the whole province.
