As a pioneer in implementation, the Provincial Party Committee of Agencies and Enterprises has tested and officially put into operation and use the "Electronic Party Member Handbook" for all officials and party members of the province. Specifically, from August 2022, the Standing Committee of the Party Committee of the Provincial Agencies and Enterprises has coordinated with Quang Ninh Telecommunications to build an application "Electronic Party Member Handbook" to install and use on phones. mobile and deployed on a pilot basis at 82 branches, grassroots party committees, and 547 affiliated party cells. Up to now, after more than 5 months of implementation, 100% of the spending has been deployed to all party members with smartphones and provided accounts for over 7,500 party members (reaching 100%). According to records from the system, currently 392 party cells (reaching 71.66%) have used the "Electronic Party Member Handbook" to support the implementation of party cell activities. On average, there are over 6,400 visits per month. According to survey results, 65% of party members visit twice a month.
