Mong Cai: Completing infrastructure, attracting investment

Mong Cai city has mobilized many resources, speeded up investment in infrastructure construction in order to create motivation, attract investment, and develop the local socio-economic breakthrough.

According to the plan approved by the Prime Minister, Mong Cai city plays an important role in the economic development of Quang Ninh province, and is a convenient gateway to connect ASEAN countries with China through the Mong Cai international border gate. The city has highly focused on the task of developing synchronous infrastructure, as a basis to create investment attraction in the area.

Immediately after being approved by the Prime Minister to adjust the general planning on construction of Mong Cai border gate economic zone until 2040 (Decision 368/QD-TTg dated March 16, 2021), the city has urgently implemented zoning plans under the direction of the province. Up to now, the locality has completed the draft planning tasks for 8 functional subdivisions.

While the formulation of functional zoning plans, the city has developed and adjusted detailed planning of dynamic projects in order to soon attract investment and develop socio-economic in the area, such as: detailed plan of Van Ninh general port, Bac Luan bridge inter-sectoral control station II, Hai Hoa commercial, service and sport urban area; adjusting the detailed construction planning of 1/500 scale of the urban area on both sides of the road leading to Bac Luan bridge II, planning of land mines to serve the needs of leveling and construction materials in the area...

The city focuses heavily on investment in the basic construction of infrastructure items, managing construction investment activities, and improving the efficiency of investment projects from the state budget. In 2021, the total development investment capital plan in the city will reach more than 1,279 billion VND, allocated to 97 projects, items and investment contents. As of August 31, the city has disbursed 572 billion VND, estimated to be implemented by September 30 is 776 billion VND, reaching 60.6% of the plan, equaling 171% over the same period last year.

In order to create a driving force for socio-economic development, the city pays special attention to investing and upgrading transport infrastructure, especially key traffic routes, connecting subdivisions according to the planning, in order to promote trade and import-export activities. Among them, the project of the connecting road from Van Don - Mong Cai expressway to Van Ninh Port (after adjustment is 521,115 billion VND), is a key traffic infrastructure project, the driving force of Mong Cai City in particular, Quang Ninh province in general.

Along with accelerating investment in infrastructure projects and works, the city is focusing on site clearance of key and dynamic projects and works. The city is implementing 37 projects related to site clearance (including transitional projects from 2020); In which, in 2021, there will be 10 projects with over 2,000 households and organizations having their land acquired. As of August 31, 2021, the city has approved 484 compensation plans of 16 projects; it is expected that by September 30, 2021, 900 plans will be approved, compensation will be paid to 887 households, estimated to pay to 1,187 households with an amount of about 800 billion VND.
