The plan developed by Mong Cai City ensures the legal basis and basis and complies with the guidelines of the Central Government and creates unity and synchronization in the organizational model of the agencies and units under the Central Government. district level throughout the country, unifying the connection of vertical agencies between the provincial and district levels. Specifically, the city rearranges agencies on the basis of the total number of staff assigned in 2022 to ensure a reasonable number and structure among the following agencies. In which, the maximum number of leaders of each agency after the separation shall be arranged, including: Head and 2 deputy levels; select and appoint cadres with sufficient political and ethical qualities, qualifications and working experience in the fields under their charge, and meet the requirements of tasks; ensure that the number of full-time deputy leaders of the advisory and assisting agencies of the City Party Committee does not exceed 11 according to Regulation No. 46-QD/TW dated December 3, 2021 of the Party Central Committee and the number of Deputy heads of specialized agencies, on average, each department has 2 deputy heads (according to Decree No. 37/2014/ND-CP dated May 5, 2014, Decree No. 108/2020/ND-CP dated May 14/ September 2020 of the Government). The city also ensures maximum policy for officials; stabilize the thought of cadres after arrangement to promote work efficiency immediately; ensure the conditions of facilities and equipment for the operation of the agencies after the separation.
For example, with the Organization and Home Affairs Agency, the city reorganized into two agencies, the City Party Committee's Organization Department and the City's Internal Affairs Department. In which, the Organization Department of the City Party Committee uses 8 staff members, the structure includes the Head, 2 Deputy Heads, 3 experts and 2 staff members. The City Department of Internal Affairs employs 6 staff members, the structure of which is the Head of the Department, 2 Deputy Heads, and 3 specialists. For agencies, the Inspection and Inspection Committee is reorganized into two agencies: the Inspection Committee of the City Party Committee and the City Inspectorate. In which, the Inspection Committee of the City Party Committee uses 5 staffs, the structure includes the Chairman, 2 Vice-Chairmen and 2 full-time members; The city inspectorate uses 5 staffs, the structure includes Chief Inspector, 2 Deputy Chief Inspectors, 2 specialists.
In parallel, the city also reorganized agencies and units; arrange and arrange cadres and civil servants of agencies according to the plan agreed upon by the Standing Board of the City Party Committee. Simultaneously, promulgate regulations on functions, tasks, working regulations, organizational apparatus, and payroll of relevant units in accordance with current regulations and guidelines, etc. to ensure stable operation immediately after split.
