Resolution No. 01-NQ/TU dated November 16, 2020 of the Provincial Party Committee on rapid and sustainable development of the processing and manufacturing industry in the period 2020 - 2025, oriented to 2030 (referred to as Resolution 01 ) is the first Resolution of the Provincial Party Executive Committee for the new term. Up to now, after 3 years of implementation, the processing and manufacturing industry has been achieving many positive results, increasingly asserting itself as one of the main pillars of the province's economy.

Immediately after the Provincial Party Committee issued Resolution No. 01, the Party Committee of the Provincial People's Committee directed the Provincial People's Committee to develop and issue Action Program No. 01/CTr-UBND dated January 4, 2021 for implementation. In particular, 38 tasks have been proposed in 8 solution groups; Assign tasks to departments, branches and localities for implementation. Typically, the Provincial Communications Center has promoted the production of news, articles, reports... disseminating the key contents of the Resolution and organizing its implementation by departments, branches, units, and localities. , businesses... in the province. In the past 3 years, the Center has produced, broadcast, and posted over 500 news and propaganda articles on the development of processing and manufacturing industries in the province. Propaganda activities have been practically effective, raising awareness and creating a positive spread.

With positivity, initiative, and determination in propagating, thoroughly grasping, and implementing the Resolution, up to now, the province's processing and manufacturing industry has had a remarkable improvement, contributing to bringing Quang Ninh achieved many important achievements. By October 2023, according to statistics, in the province there will be over 1,100 enterprises operating in the field of processing and manufacturing industry, with a total registered capital of over 175,000 billion VND.

Particularly in economic zones and industrial parks, there are currently 118 projects in the field of processing and manufacturing industries that are still valid; Total registered investment capital reached over 160,000 billion VND. Among them, there are 82 FDI projects with a total registered capital of more than 4.2 billion USD (equivalent to more than 100,000 billion VND); 36 projects have domestic investment capital with a total registered investment capital of nearly 57,000 billion VND. Although the number of enterprises operating in economic zones and industrial zones is not large, most of them are investment enterprises with major contributions to the province's GRDP. After 3 years of implementing Resolution No. 01, projects in economic zones and industrial parks have contributed nearly VND 2,900 billion to the budget.

According to statistics, the growth rate of the processing and manufacturing industry in the first year of implementing the Resolution reached 30.73% (nearly double the rate of 17% in 2020); 2022 increases by 16.54%; The first 9 months of 2023 increased by 11.77%. On average in 3 years, the growth rate reached 19.68%, higher than the average rate set by the Resolution of 17%/year. The contribution of the processing and manufacturing industry to the province's GRDP structure is also increasing. In 2021, the processing and manufacturing industry contributes 11.3% to GRDP (up 1.5% compared to 2020); 2022 contributes 11.5% (up 0.2% compared to 2021 and up 1.6% compared to 2020); The first 9 months of 2023 contribute 11.6% (up 0.1% compared to the end of 2022). After 3 years of implementing the Resolution, the processing and manufacturing industry is gradually moving towards the set goal of accounting for 15% of GRDP by 2025 (equivalent to an increase of 1.04 percentage points/year).

Attracting investment capital in the processing and manufacturing industry has also achieved many remarkable results, greatly contributing to the province's investment attraction achievements, especially attracting FDI capital. After 3 years, the total investment capital attracted to the processing and manufacturing industry reached nearly 105,000 billion VND; of which FDI capital reached nearly 2.4 billion USD. Up to now, in the FDI investment structure, the processing and manufacturing industry is leading in both the number of projects and registered investment capital with a rate of 42.4% of the total capital of 11.66 billion USD. .

It can be affirmed that after 3 years of implementing Resolution 01, the processing and manufacturing industry has been achieving many positive results, increasingly affirming itself as one of the main pillars in the province's economy. . The goals, growth rate, investment capital attraction... have been achieved and exceeded, bringing a new development face to the province. In the new period with higher requirements and challenges, the province and functional departments are currently urgently preparing for the preliminary review of 3 years of implementing Resolution No. 01, clearly pointing out the results achieved and the limitations, problems; Compare the goals and targets of the Resolution with the actual results of implementing the development of the province's processing and manufacturing industry.
