According to the plan, Quang Ninh will become one of the region's seaward transit gateways, a national tourism hub, and an international tourism center. By 2050, Quang Ninh will be a logistics center, a multimodal transport gateway connecting with China, Northeast Asia and ASEAN; Van Don International Airport becomes Vietnam's logistics center, aiming to be a transit point for Southeast Asia.
From the above planning, with advantages in infrastructure and special policy mechanisms, the province is actively developing logistics into a service industry with high added value, associated with the development of goods production, import-export and domestic trade... Thereby improving the competitiveness of businesses providing logistics services, gradually turning Quang Ninh into a logistics center in the Northern region.
To meet the huge demand for infrastructure, technology and human resources when localities form logistics centers with higher standards, in the 2022-2025 period, the province focuses on investing in strongly improving infrastructure. , expected allocation of public investment capital using the budget during this period is more than 45,000 billion VND. In particular, the province prioritizes transportation infrastructure development projects with regional links and connections with economic zones, industrial parks, and seaports to create new centers to serve international investment. Quang Ninh currently has the most extensive highway system in Vietnam, all of which were built by the province. This expressway system closely links the northern growth poles: Hanoi - Hai Phong - Quang Ninh, and also connects northern Vietnam with southern China.

Along with the above solutions, Quang Ninh focuses on promoting reform, simplification, publicity and transparency of administrative procedures, deploying the national single-window mechanism and ASEAN single-window mechanism, implementing electronic customs, customs procedures and procedures. Customs procedures and management are centralized at the border gate, to effectively support import and export activities, quickly attracting large shipping lines, such as MAERSK and SITC, to choose Quang Ninh as their destination. In addition, the province actively builds cooperation programs between local logistics associations/industry associations, thereby promoting connections between businesses; Build a framework mechanism to attract large logistics enterprises to invest and operate in the region. Regarding human resources, continue to cooperate between logistics training facilities in Hanoi, Hai Phong, and Quang Ninh, strengthen vocational training and professional training.
To date, Quang Ninh has provided investment support for about 40 projects in the area related to logistics infrastructure. The Provincial People's Committee has issued a Decision on the list of projects to attract investment in Quang Ninh province until 2025, a total of 86 projects, including 6 projects related to seaports, logistics services, and logistics infrastructure (accounting for 6 projects). .97% of total projects).
Quang Ninh is targeting that by 2025, the output of goods through the port will reach more than 122 million tons, the number of sea transport passengers will reach 250,000 - 300,000, and seaport services will contribute from 1.2 to 1.5 million tons. % of the province's GRDP, forming the Quang Ninh brand on the regional and international seaport map.
