From the beginning of the year until now, the province has focused on directing localities to promote administrative reform, focusing on effectively implementing Resolution 05-NQ/TU of the Provincial Party Committee, striving to achieve the goal of maintaining the top position. on PCI, PAR INDEX at provincial level. The administrative reform index in 2021 Quang Ninh reached 91.14%, ranked second after Hai Phong city; Satisfaction index on administrative services in 2021 (SIPAS 2021), Quang Ninh reached 94.07%, ranked first. Operational quality of Public Administration Centers at all levels continues to be improved.

Quang Ninh also organizes an annual business meeting to exchange, review and evaluate the quality of socio-economic management of the province, departments, branches and localities; Listen to the voice of the business community. Sectors and localities regularly support enterprises to settle investment procedures. The province also set up special working groups to quickly solve investment and business procedures and remove difficulties for projects.

Thanks to the implementation measures, by the end of May 2022, the province's non-budget investment attraction reached VND 37,898 billion. The province has granted new and adjusted investment certificates for 9 projects with domestic and foreign investment capital with total registered capital increased by VND 3,975.4 billion; approved adjustment of investment policy for 29 projects with total registered capital and increased by VND 33,923 billion. In the first 6 months of 2022, the whole province had 1,320 newly established enterprises, 675 enterprises returned to operation. Currently, the province has 17,142 enterprises and their affiliated units operating with a total registered capital of 382,510 billion VND. With a total provincial competitiveness index (PCI) score in 2021 of 73.02 points, Quang Ninh continues to maintain its first position, the fifth consecutive time topping the PCI rankings compiled by the Trade Federation. and Vietnam Industry announced.
