Proposal to handle Ha Long View hotel project due to slow progress

Recently, Mr. Ngo Van Hoa and a number of households residing in Group 5A, Bai Chay Ward (Ha Long City) submitted a petition to the People's Committee of Ha Long City with the content: "Ha Long View Hotel Project, at the Ha Long City Group. 5A, Bai Chay ward , Ha Long city, invested by Kim Nam Devyt Co., Ltd., approved by the Provincial People's Committee, has been deployed since 2003 but so far the project has not been implemented, affecting to psychology and life of the people; request the State to soon consider and solve the problem for the above project”.

The area of Ha Long View hotel project is overgrown with weeds.

According to research, the Ha Long View Hotel Project (in Bai Chay Ward) invested by Kim Nam Devyt Co., Ltd. has been approved by the People's Committee of Quang Ninh Province since 2002. The project has an area of 27,000 square meters. ² , the scale of a 3-star hotel, 150 rooms, with a building height of 9 floors. The project has a total investment of more than 64 billion VND since 2002. According to people's feedback, up to now, this project has not been implemented much, around the project area, trees are overgrown, no not only wastes land resources, but also affects the living environment of people living near the project area...

Although the project's planning and progress has been adjusted many times, for many objective and subjective reasons, the investor has not yet implemented the project. After the Provincial People's Committee has decided to adjust the project (Decision No. 5187/QD-UBND dated December 11, 2019), the City People's Committee approved the progress table of the Ha Long View Hotel project in which the The specific timelines are as follows: Investment preparation phase: From December 12, 2019 to April 30, 2020; The investment implementation period is from April 30, 2020 to August 30, 2023; The phase of ending investment and putting into operation from September 1, 2023 onwards.

However, up to now, the project has just completed the land allocation/renting (was granted the certificate of land use right by the Department of Natural Resources and Environment No. CT29015 - April 7, 2022; with an area of 25,578.4m2 ² ) have not completed the design documentation procedures step by step. In addition, in the field of the new project to build a guest house, other items have not been implemented yet. Thus, the progress of the implementation of investment and construction investment procedures for the project violated the milestones (specifically about the preparation for investment and construction investment at the project) prescribed by the Provincial People's Committee. Decision No. 5187/QD-UBND dated December 11, 2019 and approved by the City People's Committee in Document No. 1299/UBND dated February 25, 2020.

In the opinion of Ha Long City People's Committee, this is a project implemented since 2003, which has been adjusted many times by the Provincial People's Committee, but so far it has not been implemented as committed. Therefore, the People's Committee of Ha Long City proposed the Provincial People's Committee, the Department of Natural Resources and Environment to consider and handle the project of Ha Long View Hotel in Bai Chay Ward, Ha Long City by Kim Nam Devyt Co., Ltd. current legislation.
