Quang Ninh’s determination to lead PCI


From ranking 58/63 in 2007, to 2016 Quang Ninh has risen to second place on the Provincial Competitiveness Index (PCI), excellently won the top position in 2017 and continues to maintain the leading position. In the Provincial Competitiveness Ranking (PCI) in 2020, Quang Ninh established first place for four years in a row. This is also the only province in the country to surpass 75 points in PCI results from 2010 onwards.

In the first year of the term, Quang Ninh has well implemented the goal of the Resolution of the 15th Provincial Party Congress, term 2020 - 2025, which is to affirm the annual goal, maintain the first position in the Provincial Competitiveness Index. This position is even more meaningful in the context of general difficulties due to the negative impact of the Covid-19 pandemic.

Constant upgrade and development

To be honored as one of the "reforming stars", over the past time, Quang Ninh has focused on drastically implementing tasks and solutions based on three pillars, including: proactively and drastically reorganizing the political system apparatus, operating effectively and efficiently; strongly reforming administrative procedures, ensure to reduce the composition of dossiers, reduce processing time, reduce implementation costs, and improve the quality of public services; and applying information technology, gradually modernizing the administrative system, promoting the effectiveness of e-government towards building digital government, digital economy, digital society, and smart city.
Although Quang Ninh has achieved high rankings for many years, Quang Ninh "do not rest on their laurels", The province is still persistently looking for rooms to reform and create the most favorable environment to attract investment and continue to develop. Secretary of Quang Ninh Provincial Party Committee Nguyen Xuan Ky once affirmed: "The province cannot be satisfied with the present, the indexes still have room to upgrade, Quang Ninh is continuing to rise".

Quang Ninh looks forward to 2030 with the goal of becoming one of the dynamic and comprehensive development centers, international tourism centers...; by 2045, becoming a modern industrial and service province, a large urban area of regional and international stature, one of the locomotives promoting national economic development with the main growth driver of services, tourism, innovation…

To complete that goal, for the 2020-2025 term, Quang Ninh is determined to make three strategic breakthroughs. In addition to speeding up development, accomplishing a synchronous and modern socio-economic infrastructure system and developing high-quality human resources, the province is particularly interested in improving the quality of administrative reform and improving the business investment environment; improving provincial competitiveness, quality of policy and law enforcement; maintaining the top position in terms of PCI, PAR Index, SIPAS and PAPI indexes.

In which, it is noted that there’s the continuation of the project to renew and perfect the organizational structure of the provincial political system in the direction of lean, effective and efficient operation; building a contingent of cadres, civil servants and public employees with sufficient quality, capacity and prestige, on par with tasks for the period 2021 - 2025; Project on administrative reform, improvement of business investment environment, provincial competitiveness in the period of 2021 - 2025, orientation to 2030. The leader of Quang Ninh province affirmed that the province strives to bring many indicators to the "top" in a substantive way. Quang Ninh strives to achieve high rankings on a solid foundation to develop a digital economy, build smart cities, smart citizens, develop infrastructure synchronously with the government to implement policies to bring the highest working efficiency to serve people and businesses.
