QUANG NINH LEADS IN PAPI 2020 RANKING

Quang Ninh province was ranked top in the 2020 Provincial Governance and Public Administration Performance Index (PAPI) Report released on April 14.

The result was announced yesterday at the meeting held by Centre for Community Support and Development Studies (CECODES), Centre for Research and Training of the Viet Nam Fatherland Front (VFF-CRT), Real-Time Analytics, and United Nations Development Program (UNDP).

On behalf of Quang Ninh leaders, Vice Chairwoman of the provincial People’s Committee, Nguyen Thi Hanh, attended the event.

According to the 2020 Provincial Governance and Public Administration Performance Index (PAPI) Report, Quang Ninh province was ranked top with an aggregate dimensional performance score of 48.881, followed by the Mekong Delta's Dong Thap province (46.961) and the northern province of Thai Nguyen (46.471).

Notably, the province ranked first in three criteria of Transparency in Local Decision-making (6.5 points), Control of Corruption in the Public Sector (8.29 points) and Public Service Delivery (7.71 points).

Over the years, PAPI has provided data and evidence that reflect eight key dimensions of government performance: Participation at Local Levels, Transparency in Local Decision-making, Vertical Accountability Towards Citizens, Control of Corruption in the Public Sector, Public Administrative Procedures, Public Service Delivery, Environmental Governance and E-Governance.

This 2020 PAPI Report records the voices of 14,732 respondents about their experiences with local government performance in governance, public administration and public service delivery. The respondents were randomly selected to represent the views of Vietnamese citizens from the age of 18 and from various demographic backgrounds.

These results act as a significant source of information that help the government system at all levels and policy makers promptly adjust and maximize the efficacy of various policies.
