Quang Ninh Province is in a work session with the Vietnam Chamber of Commerce and Industry.

In the past 10 years, especially the 5 years of 2016-2020, Quang Ninh province has had many guidelines, measures, models, focusing on leading, directing, operating and organizing the implementation of administrative reform tasks, improving the business investment environment, enhancing the competitiveness of the province with innovative, proactive and creative thinking, clearly showing the spirit of dare to think, dare to do, dare to take responsibility for the benefit of people.

The province has actively and drastically arranged the organizational structure of the political system to be lean, effective and efficient; boldly piloting many new breakthrough models; building a contingent of civil servants with sufficient quality, capacity and qualifications. Administrative reform, administrative modernization, application of information technology, the building of an e-government, and provision of online public services achieved important results, creating fundamental changes, effectively promoting investment results in the form of public-private partnership, attracting large extra-budgetary resources. Determining that administrative reform continues to be one of three strategic breakthroughs, a central task, regularly and continuously, at the 15th Provincial Party Congress, the annual goal to maintain the top position in terms of PCI, PAR Index, SIPAS and PAPI indexes were included in the official documents for the first time. From the first months of 2021, Quang Ninh province has researched, developed a scheme and issued Resolution No. 05 of the Provincial Party Committee on promoting administrative reform, improving the business investment environment, improving provincial competitiveness in the 2021-2025 period, with a vision to 2030...

Efforts in administrative reform, improvement of business investment environment, and improvement of provincial competitiveness have promoted the province's socio-economic development, reflected in the fast and sustainable GRDP growth rate over the years (an average increase of 10.7% in 5 years; the size of the economy in 2020 will reach nearly VND 220 trillion; attracting investment from the private sector, the FDI sector is increasing; the growth rate of newly-established enterprises in the 2016-2020 period is among the top 16/63 localities in the country (up 53.1%). The business team is constantly growing to become a powerful force on the socio-economic development front of the province; contributing to the budget and creating many jobs for workers. The business investment environment and provincial competitiveness have been continuously improved. Especially in the first 9 months of 2021, in the context of complicated developments of the Covid-19 epidemic, the province's economic growth rate increased by 8.6%, much higher than the national average, budget revenue reached 33,527 billion VND, equaling to 66% of the estimate, equals to 93% over the same period; attracting many motivational, large-scale off-budget investment projects...

Mr. Pham Tan Cong, Chairman of the Vietnam Chamber of Commerce and Industry, expressed his impression of the strong and outstanding development of Quang Ninh province in recent years. Quang Ninh leads in innovation and creativity, excels in resource mobilization; builds a team of entrepreneurs; specifies 3 effective strategic breakthroughs. In particular, Quang Ninh is a locality incubating reform, which is highly appreciated and recognized by the Central Government. This is also the place where PCI comes to life, creating practical values for local socio-economic development, promoting a growing business team.

Appreciating the value created by Quang Ninh, the President of the Vietnam Chamber of Commerce and Industry affirmed that the practices and experiences of Quang Ninh province that have been deployed and brought about tangible achievements will be valuable to better serve the business community across the country in the coming time.

Emphasizing that the future opportunity of Quang Ninh province is still very large, especially when Quang Ninh has opportune conditions, especially the tradition of solidarity and attachment in the whole political system. Therefore, along with the efforts of the province, Mr. Pham Tan Cong affirmed, VCCI will continue to cooperate strongly with the province to build Quang Ninh as a typical locality in terms of environmental improvement, implementation of the PCI index, investment attraction and business development; building a team of entrepreneurs and businesses in Quang Ninh that is strong not only in terms of economy but also in culture.

At the meeting, Mr. Nguyen Xuan Ky, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council appreciated the recognition, assessment and message of VCCI to Quang Ninh province. This is a great encouragement and belief for the province in the coming period.

The Secretary of the Provincial Party Committee emphasized: Quang Ninh province today is a result of a 10-year journey to find development methods and philosophies. From renewing development thinking, vision, aspiration to rise up and change ourselves; focusing on implementing 3 strategic breakthroughs, in which administrative reform, improvement of business investment environment, and improvement of provincial competitiveness are breakthroughs and strong motivations to attract extra-budgetary resources; making PCI become a resource, motivation, belief and value for investors and people, creating a harmonious relationship between the interests of the State, business investors and the social community. Today's success also comes from solidarity and unanimity on the basis of the tradition of the concentric discipline of the Mining region, which has been maintained and promoted by the Quang Ninh Provincial Party Committee until now, the highest goal is to citizens and businesses.

With its position as the comprehensive growth pole of the North, Quang Ninh province is determined to continue its efforts to implement breakthroughs, in which the development of high-quality human resources is associated with a rapid increase in population size and quality improvement; to accelerate the development and complete the synchronous and modern strategic infrastructure, ensuring overall connectivity; to build a culture rich in Quang Ninh identity associated with rapidly narrowing the gap between rich and poor and regional disparities. In the future, it is necessary to successfully implement the dual-target in 2021, achieving double-digit GRDP economic growth and over 51 trillion VND in budget revenue.

The province's future development strategy is to continue to create breakthroughs in PCI, PAR-INDEX, SIPAS, PAPI indexes; to innovate, reorganize the development space and build an entrepreneurial culture.

To implement the set goals and strategies, the Secretary of the Provincial Party Committee wishes to continue to have the attention, companionship, support and sharing of VCCI to help Quang Ninh overcome itself and continue to achieve great goals, contribute to the common development of the whole country.
