QUANG NINH TOP 1 PCI RANKING FOR FOUR CONSECUTIVE YEAR

Quang Ninh province continued to retain the first position in Viet Nam’s Provincial Competitiveness Index (PCI). This information was announced by the Viet Nam Chamber of Commerce and Industry (VCCI) and the US Agency for International Development (USAID) at a ceremony held in Ha Noi on April 15.

On behalf of Quang Ninh leaders, Secretary of the provincial Party's Committee Nguyen Xuan Ky and Chairman of the provincial People’s Committee Nguyen Tuong Van attended the meeting.

This is the fourth time that Quang Ninh has topped this ranking with 75.09 points, an increase of 1.69 points compared to that of 2019. This is also the sole locality among 63 provinces and cities nationwide to surpass 75 points in this year's ranking.

The province has also been among the list of top 5 provinces and central cities in possession of excelent quality of economic performance for 8 consecutive years.

Particulary, Quang Ninh saw a year-on-year significant growth in some component indexes such as Cost of Market Entry (increase by 0.56 points), Access to Land (increase by 0.12 points), Cost of Time (increase by 0.64 points), Labor Training (increase 0.46 points), Business Support Services (increase by 0.9 points), Legal Institutions and Security (increase 0.18 points). In addition, many other indexes continue to retain their scores and far exceed the localities behind in the list.

This result reflected local people's confidence in the government as wel as the increasing appreciation from the business community and investors towards the governance and performance of Quang Ninh government, especially in the context of Covid-19 pandemic resulting in countless challenges.

Speaking at the cermony, Quang Ninh’s Chairman Nguyen Tuong Van stressed that the positive result shows the great efforts of Quang Ninh in improving the bussiness climate and raising the povincial competitive index. It also shows Quang Ninh’s big changes in its rapid development orientation.

The target to maintain top positions in PCI, PAR Index, SIPAS, PAPI Rankings is included in  the Resolution of the 15th Quang Ninh Provincial Party Congress, term 2020 - 2025. This is the first time these indicators are defined as an important indicator in the Resolution of the Provincial Party Congress, and Quang Ninh has become the only locality nationwide to include these indicators in the Congress Document, added the Chairman of the province.

The PCI 2020 report has been designed based on feedback from roughly 12,300 enterprises, of which over 10,700 private enterprises are operating across 63 localities and approximately 1,600 foreign-invested enterprises (FDI) are running business in 22 localities nationwide.

According to the PCI 2020 survey, the quality of economic governance at a provincial level has seen significant improvement. Indeed, positive signs can be seen in the decline of unofficial costs, greater efforts being made in maintaining security and order, whilst improving administrative reforms and the fairness of the business environment.

Despite these positives, the survey’s results indicate that local administrations should continue working to improve the transparency of the local business climate, boost the quality of law enforcement by administrations at the grassroots levels, accelerate administrative reform and reduce unofficial costs faced by businesses.
