From that awareness, it will transform into political responsibility and determination, strengthen trust, build a closer and more effective cooperation mechanism in conservation and sustainable use of the sea, and ensure a peaceful environment. , maritime stability and security; while prioritizing resources and effectively implementing national strategies and legislation to achieve this goal. Besides, maritime security is a global issue, so to effectively respond to maritime security challenges, it is necessary to cooperate on a global scale. Prime Minister Pham Minh Chinh proposed: "Vietnam proposes to establish a network of regional maritime security mechanisms and initiatives coordinated by the United Nations to enhance information sharing, experience, and operational coordination. timely response to common global challenges.
