Summary of 10 years of implementing Resolution No. 09-NQ/TW of the Politburo

On the afternoon of September 29, the Provincial Party Committee held a conference to review the 10 years of implementing Resolution No. 09-NQ/TW dated December 9, 2011 of the Politburo (term XI) on building and promoting the role of Vietnamese businessmen in the period of accelerating industrialization, modernization and international integration. Mr. Ngo Hoang Ngan, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation attended and directed the conference.

After 10 years of implementing Resolution No. 09-NQ/TW of the Politburo, the contingent of businesses and entrepreneurs in the province has developed rapidly in both quantity and quality. Up to now, the province has 17,500 registered enterprises, with a total registered capital of over 429 billion dongs. The number of newly-established enterprises in the period 2016 - 2020 of Quang Ninh province is among 16/63 localities with a high number of developed enterprises in the whole country; business enterprises were more efficient, the number of enterprises with average business results in the 2016-2020 period increased by 61.9% compared to the 2011-2015 period, the average number of enterprises temporarily suspending resumption of operation in the 2016-2020 period compared with the 2014-2015 period reached 178.9%, higher than the national average.

Quang Ninh's business team is constantly growing to become a powerful force on the province's socio-economic development front. Currently, the province's business team has about 10,300 people, if including 24,188 owners of active business households and 12,012 business household heads in the informal sector, Quang Ninh province has about 46,500 entrepreneurs. Under the management and administration of entrepreneurs, the business sector's contribution to the state budget tends to increase gradually over the years, attracting over 396,500 employees, accounting for about 55% of the entire society workforce. Many entrepreneurs have clearly demonstrated bravery, creativity and dynamism in the market mechanism, daring to accept risks, rising to compete in the international market; many enterprises received the Vietnam Gold Star Award, many entrepreneurs of the province were included in the list of 100 typical Vietnamese entrepreneurs and excellent young entrepreneurs.

Participating in contributing ideas at the conference, the delegates highlighted the advantages and disadvantages in developing businesses and entrepreneurs in the province; contribute ideas together with the province to continue to support and create conditions for businesses and entrepreneurs to develop sustainably in the coming time.

Speaking at the conference, Mr. Ngo Hoang Ngan, Standing Deputy Secretary of the Provincial Party Committee, praised and acknowledged the business community and entrepreneurs for their unremitting efforts, especially in overcoming difficulties due to the influence of the Covid-19 pandemic, gradually consolidated and maintained production and business activities in the new normal state.

Promoting the achieved results, the comrade requested that in the coming time, the team of businesses and entrepreneurs should stick to the orientation of the Resolutions of the Central Government and the province to concretize and develop action plans for their units appropriately in the new development process; continue to strengthen the control, prevention and control of epidemics in enterprises, not to be passive or surprised by any situation; continue to promote propaganda and dissemination of Resolution No. 09-NQ/TW; promptly commend typical businesses and entrepreneurs, and at the same time criticize businesses and entrepreneurs that do not do well.

Party committees, authorities, departments and branches must have mechanisms to encourage and create conditions for expanding the scale and improving the operational efficiency of enterprises in order to improve production and business values, contribute to creating jobs for workers, and contribute revenue to the state budget; continue to reform administrative procedures in an open and transparent manner, improve the efficiency of administrative procedures; focus on consolidating and consolidating the establishment of mass organizations in enterprises, building a corporate and entrepreneurial culture to meet mission requirements.

Quang Ninh province commits to continue to persistently lead, direct and organize the implementation of drastically improving the business investment environment, creating the best conditions for businesses and entrepreneurs to promote their talents, intelligence, and capacity to build businesses to develop sustainably, join hands in the socio-economic development of Quang Ninh province.

On this occasion, the Provincial People's Committee presented Certificates of Merit to 19 collectives and 11 individuals with outstanding achievements in the implementation of Resolution No. 09-NQ/TW dated December 9, 2011 of the Politburo.
