The conference to meet and solve difficulties for businesses

On the afternoon of August 10, Quang Ninh province held a conference to meet and remove difficulties for businesses in the first 7 months of 2021. The conference was held in the condition of tightening measures to prevent and control the Covid-19 epidemic and was approved broadcast online to localities in the province. Attendees of the conference were comrades: Nguyen Xuan Ky, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Tuong Van, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; the Vice Chairman of the People's Council, the Provincial People's Committee; leaders of relevant departments, departments and branches of the province.

In the speech to welcome businesses attending the conference, Mr. Nguyen Xuan Ky, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, thanked the business community for joining with the Party committees and authorities at all levels to overcame difficulties and won against the Covid-19 epidemic; at the same time, constantly changing thinking, operating methods, corporate governance, organizing to promote production and business activities in the new normal state, actively contributing to the economic growth of the province in the first 6 months of the year, which reached 8.02%, much higher than the same period and the national average. This is a very significant increase in the condition that the coal industry and the tourism industry of the province have negative growth due to the impact of the Covid-19 pandemic. 

In particular, appreciating the contribution of enterprises with production activities in the processing and manufacturing industry, with an increase of 38.95% over the same period in 2020, exceeding 17.6 percentage points of the scenario, is the main growth driver, contributing to the state budget revenue in 7 months reaching 27,516 billion dong, which equals to 54% of the estimate, equaling 95% over the same period.

He emphasized that facing the negative impact of the epidemic, the province has proactively taken strong measures from the beginning of the year to accompany and remove a part of difficulties for businesses, typically Resolution No. 326/NQ - People's Council dated February 8, 2021 of the Provincial People's Council on ensuring security and stabilizing the socio-economic situation.

In 2020, for the first time, all 4 indexes of Par Index, PCI, SIPAS, and PAPI of the province are on top of 63 provinces and cities in the country, of which for the fourth year in a row, the province ranked first in terms of Provincial Competitiveness Index (PCI), Public Administration Reform Index (PAR Index), for the second consecutive year, leading provinces and cities in the Satisfaction Index of Public Administrative Services (SIPAS) and the first year to lead the nation in the Public Administration and Governance Performance Index (PAPI).

Along with that, the successful organization in all aspects of the election of deputies to the 15th National Assembly and People's Councils at all levels for the term 2021-2026 with a high voter turnout rate, reaching 99.95%, the improved quality of delegates, the average election rate is much higher than in recent terms. The success of the first meeting of People's Councils at all levels (100% of the titles of Chairman, Vice Chairman of the Provincial People's Council, Chairman, Vice Chairman and members of the Provincial People's Committee, Heads and Deputy Heads of the Provincial People's Council all reached 100% of delegates approved) is an important foundation for Quang Ninh province to continue to build a clean, strong, integrity, service-oriented local government that is truly "of the people, by the people and for the people", effective and efficient operation, once again affirming the people's trust in the government, the increasing satisfaction of the business community and investors. Objectively reflecting the effectiveness of state administration and management of local governments at all levels from the province to the grassroots, especially in the context of more than a year of extremely difficult and unprecedented difficulties for the business community and people due to the Covid-19 pandemic.

Comrade Secretary of the Provincial Party Committee said that in the coming time, the epidemic situation is still complicated, difficult to predict, continuing to penetrate deeply into the community, there are many cases of unknown sources of infection, directly threatening the health of the community and affecting the socio-economic development goals in 2021. However, Quang Ninh province determined to persevere the dual goals, maintaining the "Safe - Stable" area in the normal situation", applying harmoniously, flexibly and creatively from time to time, in line with the epidemic situation in each locality to both control the epidemic situation and protect health. People's lives are an important task, a top priority, while still taking advantage of all opportunities, raising all resources for epidemic prevention and control and socio-economic development, and minimizing negative impacts caused by the epidemic to production, business, people's lives, strive to achieve the highest results in the implementation of the goals of 2021 and the whole period of 2021-2025. 

To achieve that goal, Quang Ninh province continues to strengthen epidemic prevention and control measures in accordance with the new situation, with new strength, new speed, not to be passive and unexpected in every situation. Being persistent in implementing the motto "3 first, 4 on the spot", actively, remotely, early, from the grassroots, taking the people as the center, with the strategy of "5K + Communication + Technology + Vaccines". In which, it is necessary to strongly promote the vaccination plan, consider vaccines as a strategic weapon in epidemic prevention and control; deploy a large-scale vaccination campaign to ensure the fastest, safest, most effective and convenient vaccine availability for people and businesses, striving for Quang Ninh province to be one of the earliest localities to achieve herd immunity. 

“Every locality, business, and the unit is a fortress against the epidemic and a fortress of production and business, every citizen, every worker is a soldier in the fight against the epidemic and the fight of production" as directed by the Prime Minister, the business community of Quang Ninh province and each businessman need to strengthen and develop the model of safe workers, construction sites, workshops, safe factories, safe industrial park, safe corporates, safe coal industry, safe processing and manufacturing industry, safe agriculture, forestry, fisheries... Only by maintaining a safe and stable area in the normal state can we successfully carry out the goal of boosting production and socio-economic development.

It is vital to concentrate resources to implement 3 strategic breakthroughs identified in the Resolution of the 15th Provincial Party Congress (development of high-quality human resources associated with the rapid increase in size and improvement of population quality; accelerate the development and complete the synchronous and modern strategic infrastructure system, ensuring overall connectivity, the priority focus is on the development of strategic transport infrastructure, information technology, telecommunications communication, seaport services, the infrastructure of industrial zones and economic zones; building a culture rich in Quang Ninh identity associated with rapidly narrowing the gap between rich and poor and regional disparities in the province).

Continuing to build local governments at all levels with integrity, truly "of the people, by the people, for the people", operating effectively and efficiently; building a public, transparent, professional, effective, efficient and dynamic administrative system, providing a full range of services with increasingly high quality; people and businesses as the center; with the goal of increasing trust and improving people and organization's satisfaction is a measure to evaluate service quality and operating quality of state administrative agencies from the provincial level to the grassroots level, associated with the responsibility of the leader. 

In particular, continuing to promote administrative reform in a drastic, synchronous and effective manner, improving the quality of the business investment environment, ensuring fair, equal, transparent, attractive, open and favorable competition, in order to reduce the cost of time and money of organizations, individuals and enterprises; improving the efficiency of attracting foreign investment selectively, clearing bottlenecks, raising, allocating and effectively using all resources with the motto that internal resources are fundamental, external resources are important, integration of internal and external forces creating optimal aggregate resources; strongly promoting the role of capital of public investment as a seduction, take "public investment to lead private investment", improving investment efficiency in the form of public-private partnership and socialization; especially effectively raising huge resources from the people to serve local development strategies and policies.

Continuing to effectively implement mechanisms, policies and solutions to support people, employees and businesses in epidemic prevention, overcome difficulties and be ready to resume production and business when there are opportunities. At all levels, each public official, especially the head, must have high determination, great efforts, drastic action, thorough, specific, persistent, direct, regular measures with countable results, not just aiming at achievements. Each department, branch and locality shall review in detail, actively remove all difficulties and obstacles, and create maximum favorable conditions for production and business enterprises, especially coal industry, processing industry, manufacturing, textile, construction...

Taking advantage of every opportunity to control the epidemic to bring the tourism and service industry back. Establishing coordination working groups under the direction and administration of the Provincial People's Committee, improving the coordination responsibility of departments, branches and localities in handling administrative procedures, removing difficulties and obstacles arising in solving administrative procedures, removing difficulties and problems arising in the process of implementing projects of enterprises and investors, especially backlogs of different economic sectors.

Speaking at the conference, businesses and investors in the province were delighted with the results achieved by Quang Ninh province in successfully implementing the dual goals. This result affirms the spirit of solidarity and unity in leadership and organization of implementation of socio-economic development management solutions, as well as in the prevention and control of the Covid-19 epidemic.

In the spirit of openness, and responsibility to the end, the leaders of the province, departments and related branches of the province associating with businesses and investors to exchange and remove difficulties and obstacles in the field of service, tourism; Site clearance of Phuong Nam Industrial Park project in Uong Bi city; the implementation of vaccination for workers; the implementation of an open mechanism, information extensive on projects so that enterprises of the province can participate in bidding; small and medium enterprises and start-ups have access to large projects; support for land rent and tax payment during the period affected by the Covid-19 epidemic; creating conditions for a number of businesses to replace or build cruises; reducing land rent, extending land lease period; considering a 50% reduction in VAT; direction and allowance of enterprises in Dong Trieu to buy coal, stone, and cite for the production of bricks and tiles; assisting in the transportation of goods to consumers… 

In conclusion, Mr. Nguyen Tuong Van, Chairman of the Provincial People's Committee, affirmed: In 2021, Quang Ninh province will consistently and successfully implement the dual goals, ensuring economic growth above double digits. To achieve this goal, over the past time, Quang Ninh province has tightened the prevention and control of the Covid-19 epidemic with the strongest measures and the participation of the whole political system, thereby maintaining a safe area, creating favorable conditions for investors and businesses to promote production and business development.

He shared the difficulties of businesses in the context of the outbreak of the Covid-19 epidemic and the increased price in production and construction materials. From the proposals and recommendations of businesses and investors at the conference, the Chairman of the Provincial People's Committee would like to receive, acknowledge and discuss each group of issues. He affirmed that the concerns of businesses have been focused on by Quang Ninh province, especially in supporting businesses operating in the field of tourism; supporting the prevention of the Covid-19 epidemic in enterprises; bringing foreign experts into the area. 

He suggested that the departments, branches and localities fully take in the opinions of businesses at the conference and clearly specify business support as a central and regular job. Actively and innovatively supporting businesses in various forms; promote the effectiveness of the supporting group for investment projects in Quang Ninh province and maintain the monthly "business cafe" program.

For vague and unsatisfactory answers at the conference at the request of enterprises, the heads of relevant departments and branches are requested to gather and research thoroughly to respond to enterprises in the coming week. For content being beyond its authority, continuing to advise the Provincial People's Committee to settle, or report to the competent authorities to find a thorough solution for the business.
