Uong Bi: The driving force to attract investment, achieve growth goals

These days, with many localities in the province, Uong Bi city entered the peak period of site clearance to deploy projects. The task is set to the end of the year, the city will clear hundreds of hectares of land, involving thousands of households; key projects are: riverside road connecting Ha Long - Hai Phong expressway to Dong Trieu town; Phuong Nam Industrial cluster (IC); extended Tran Hung Dao street; Extended Yen Tu street and a number of large urban infrastructure projects.

Renovation of land clearance work

On October 31, Uong Bi city and Dong Trieu town held the launching ceremony of the "peak 150 days and nights campaign" for land clearance to deploy the riverside road project connecting from Ha Long - Hai Phong highway to Dong Trieu town (phase 1, from provincial road 338 to Dong Trieu town).

Representatives of departments, agencies and localities signed an emulation agreement to implement the campaign for the riverside road project.

According to Mr. Bui Van Thanh, Vice Chairman of Uong Bi City People's Committee, in charge of site clearance, launching the emulation of the peak phase of land clearance of the riverside route continues to create a spirit of determination, unity and cooperation of the forces to create a clean ground for project construction... Along with the campaign launching ceremony, the city has previously implemented a series of necessary solutions and actions to strengthen land clearance work in the area.

Particularly for key projects, the task of site clearance is not only for specialized units but also for localities. The city assigns leaders of the City Party Committee and the City People's Committee to be in charge and responsible for the performance of each site clearance steering committee; evaluating the effectiveness of work implementation by each steering committee, each commune, and ward, instead of evaluating the progress of each project...

Striving to make progress

According to the list of projects that require site clearance of the city, the current projects are: riverside road; Phuong Nam Industrial Cluster; extended Tran Hung Dao street; the prolonged Yen Tu street projects, which should be given high priority to meet the clean ground for construction. In which, riverside road projects, Phuong Nam Industrial Park are at the peak of site clearance work. Specifically, the riverside road project, the area passing through 5 wards of the city (Truong Vuong, Quang Trung, Yen Thanh, Phuong Dong, Phuong Nam), has a length of 13.67km, a total land area of ​​145.5ha, a total of 509 households must be cleared. Phuong Nam Industrial Park Project has a total area of ​​over 62.65ha, involving 4 organizations and 62 households.

From the total site clearance measures that the city has implemented in the past time, key projects in the city have all reached the progress and site clearance requirements. The Phuong Nam Industrial Park Project has tallied, prepared a plan to support land clearance compensation and issued a decision to approve the plan to support compensation for site clearance for 62/63 households, has handed over nearly 10 hectares of land to the investor.

On the riverside road project, on October 2, the city completed mapping, extracting site clearance, planting site clearance landmarks, ensuring the tally; as of October 30, the land survey was carried out, 450/509 households were counted; after counting, 206 documents were completed for the People's Committees of wards and communes to approve the origin of the land.

The city's land clearance target for the riverside road project is to hand over agricultural land by the end of December 31; to complete the process of acquiring other types of land and carry out the construction of resettlement areas and relocation of technical infrastructure works. During this time, the city completes the disbursement of 100% of the 2021 capital plan allocated to the project. It is expected that by the 2022 Lunar New Year, the city will mostly complete the handover of residential land and land for perennial crops; by the end of March 31, 2022, completing the relocation of technical infrastructure works and construction of resettlement areas; handing over the entire project site.
