As a member of the Community of Southeast Asian Nations (ASEAN), Vietnam actively participates in initiatives and substantive cooperation mechanisms within the ASEAN framework and between ASEAN and partner countries on maritime security in the region. in the East Sea area, helping to create a forum for dialogue, building trust, and contributing to coordination and cooperation in maritime security in the region: "Vietnam is determined to work with ASEAN and China to strictly, fully and effectively the Declaration on the Conduct of Parties in the East Sea (DOC), and at the same time negotiate and build towards a Code of Conduct in the East Sea (COC) that is substantive, effective and consistent with international law. especially the 1982 Convention on the Law of the Sea.
